H. Russell Frisby, Jr.

H. Russell Frisby, Jr. is an experienced executive and board member, and a nationally known expert on legal, regulatory and public affairs matters in the fields of energy, telecommunications, and technology. As a trusted advisor, Russell has extensive experience in developing and implementing strategies to assist companies facing difficult situations because of, among other things, changes in the regulatory climate, disruptive technologies, competitive market pressures, or M&A concerns. Russell has represented clients in a wide variety of proceedings, including matters before the Federal Communications Commission, the Department of Energy, the Executive Branch, state utility commissions and Congress. He has testified before Congress, and state legislative committees and boards. Russell has been involved as a CEO, director, lawyer, or regulator in a number of complicated legal, regulatory and public affairs matters including Offshore Wind, Uber's entry into Maryland, Smart Grid deployment, electric industry rate design and transition, telecommunications deregulation and several complex M&A transactions.


Russell is President of The HRF Group, LLC--a consulting firm providing strategic advice on regulatory and corporate matters. Russell was a Partner at the Stinson law firm where he led the Telecommunications Group and was co-leader of the firm's State Regulated Utilities Practice Group. Russell previously served on the Board of Pepco Holdings, Inc. [an S&P 500 energy utility] where he was a member of the Finance and Compensation/Human Resources Committees. He served as President/CEO of the Competitive Telecommunications Association [now INCOMPAS]. Prior to that, Russell served as Chairman of the Maryland Public Service Commission. Russell has frequently written and lectured on energy and telecommunications issues and has been repeatedly named as one of Washington's Super Lawyers.
